This Bid Bulletin is being issued to all prospective bidders to clarify some
provisions in the bidding documents for the above reference tender
The amended description, as follows:
Additional Requirements:
* The bidders shall provide the maximum file size of the raw data and generated
radar products including the minimum requirements to be used in the transmission of
the said data. Real time streaming I/Q and radar moments for network real time
display.
* The bidder’s radar offer shall be capable of interfacing with PAGASA’s VSAT
equipment, the VSAT is 128 kbps and downlink of 384 kbps, TCP/IP, TDMA.
* All power supply specifications mentioned in the Terms of Reference under Item
III.2 shall have a standard warranty based on the recommended offers by the third
party suppliers/manufacturers.
* Import taxes, custom duties, E-VAT may be paid initially by PAGASA provided
the same shall be deducted in the bid offer of the winning bidder is not allowed.
* The UPS batteries must provide back-up power to the radar system for at least
ten (10) minutes in case of power failure from the main supply.
* As discussed during the first pre-bid conference under the Terms of Reference,
Item 3.0 exceptions to the specifications, the word “Alternate Bid” refers to the
above minimum specifications and does not mean the bidders will submit two bid
offers which is not allowed under R.A. 9184.
* A copy of the draft drawing of the proposed Tampakan Radar building is
available at the BAC Secretariat office.
This Bid Bulletin is hereby made an integral part of the Bid Documents.
