Severe Tropical Storm "Uwan"

“UWAN” WEAKENS FURTHER AS IT MOVES CLOSER TO SOUTHERN TAIWAN.
  • HAZARDS AFFECTING LAND AREAS
  • Severe Winds
  • The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
  • Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
  • Furthermore, outside the areas under Wind Signals, UWAN will also bring occasionally gusty conditions reaching strong to gale-force strength over the following areas (especially in coastal and upland areas exposed to winds):
  • Today: Most of Luzon, Western Visayas, Negros Island Region, and Northern Samar.
  • Tomorrow (12 November): Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Bicol Region, Zambales, Bataan, Cavite, Quezon, and Aurora.
  • Thursday (13 November): Batanes and Babuyan Islands.
  • HAZARDS AFFECTING COASTAL WATERS
  • A Gale Warning is in effect over the northern seaboard of Northern Luzon and the western seaboards of Northern and Central Luzon. For more details, refer to Gale Warning No. 13 issued at 5:00 PM today.
  • 24-Hour Sea Condition Outlook
  • Up to very rough or high seas over the following coastal waters:
  • Up to 6.0 m: The western seaboards of Batanes and Babuyan Islands; the northern seaboard of Ilocos Norte.
  • Up to 5.0 m: The remaining seaboards of Babuyan Islands.
  • Up to 4.5 m: The seaboard of Ilocos Sur; the remaining seaboards of Babuyan Islands
  • Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
  • Up to rough seas over the following coastal waters:
  • Up to 4.0 m: The seaboards of La Union, Pangasinan, and Zambales.
  • Up to 3.5 m: The western seaboard of Bataan, Batangas, and Occidental Mindoro including Lubang Islands; the northern and western seaboards of northern Palawan including Calamian Islands.
  • Up to 3.0 m: The eastern seaboard of mainland Cagayan; the remaining western seaboard of mainland Palawan.
  • Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
  • Up to moderate to rough seas over the following coastal waters:
  • Up to 2.5 m: The remaining seaboards of Occidental Mindoro; the seaboard of Isabela.
  • Up to 2.0 m: The seaboard of Aurora; the northern and eastern seaboards of Catanduanes.
  • Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
  • TRACK AND INTENSITY OUTLOOK
  • UWAN is still outside the Philippine Area of Responsibility and will begin turning generally northeastward tonight until Thursday (13 November), then eastward for rest of the forecast period. Due to unfavorable environmental conditions, UWAN is forecast to continue weakening throughout the rest of the forecast period.
  • UWAN may re-enter PAR tomorrow (12 November) afternoon as it makes landfall over the southwestern coast of Taiwan. It will then emerge over the waters near Ryukyu Islands on Thursday, where it is expected to eventually weaken into a remnant low on Friday (14 November).

Meteorological Condition
  • A tropical cyclone will affect the locality.
  • Winds of 39-61 km/h may be expected in at least 36 hours or intermittent rains may be expected within 36 hours. (When the tropical cyclone develops very close to the locality a shorter lead time of the occurrence of the winds will be specified in the warning bulletin.)
Impact of the Wind
  • Very light or no damage to low risk structures.
  • Light damage to medium to high risk structures.
  • Slight damage to some houses of very light materials or makeshift structures in exposed communities. Some banana plants are tilted, a few downed and leaves are generally damaged.
  • Twigs of small trees may be broken.
  • Rice crops, however, may suffer significant damage when it is in its flowering stage.
Precautionary Measures
  • When the tropical cyclone is strong or is intensifying and is moving closer, this signal may be upgraded to the next higher level.
  • The waves on coastal waters may gradually develop and become bigger and higher.
  • The people are advised to listen to the latest severe weather bulletin issued by PAGASA every six hours. In the meantime, business may be carried out as usual except when flood occur.
  • Disaster preparedness is activated to alert status.

  • Inspect your house if necessary repair/fixing is needed.
  • Clean up drainage system.
  • Harvest crops tha can be yielded.
  • Monitor the latest Severe Weather Bulletin issued By PAGASA every six hours and hourly updates.
    Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials.
