“UWAN” CONTINUES TO WEAKEN WHILE MOVING NORTH NORTHEASTWARD TOWARDS TAIWAN.
- HAZARDS AFFECTING LAND AREAS
- Severe Winds
- The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
- Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
- Furthermore, outside the areas under Wind Signals, UWAN will also bring occasionally gusty conditions reaching strong to gale-force strength over the following areas (especially in coastal and upland areas exposed to winds):
- Today: Most of Luzon, Western Visayas, Negros Island Region, and Northern Samar.
- Tomorrow (12 November): Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Bicol Region, Zambales, Bataan, Cavite, Quezon, and Aurora.
- Thursday (13 November): Batanes and Babuyan Islands.
- HAZARDS AFFECTING COASTAL WATERS
- A Gale Warning is in effect over the northern seaboard of Northern Luzon and the western seaboards of Northern and Central Luzon. For more details, refer to Gale Warning No. 13 issued at 5:00 PM today.
- 24-Hour Sea Condition Outlook
- Up to very rough or high seas over the following coastal waters:
- Up to 7.0 m: The western seaboard of Babuyan Islands and Ilocos Norte.
- Up to 6.0 m: The seaboard of Batanes.
- Up to 5.5 m: The seaboards of Ilocos Sur, northern La Union, and northwestern Pangasinan.
- Up to 5.0 m: The remaining seaboards of Babuyan Islands, La Union, and Pangasinan.
- Up to 4.5 m: The seaboard of Zambales
- Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
- Up to rough seas over the following coastal waters:
- Up to 4.0 m: The northern seaboard of mainland Cagayan; the western seaboard of Bataan; and the western seaboard of northern Occidental Mindoro including Lubang Island.
- Up to 3.5 m: The western seaboards of Batangas, Occidental Mindoro, and Kalayaan Islands; the northern and western seaboards of Calamian Islands; the remaining seaboard of mainland Cagayan.
- Up to 3.0 m: The seaboard of Isabela; the western seaboard of northern Palawan.
- Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
- Up to moderate to rough seas over the following coastal waters:
- Up to 2.5 m: The western seaboard of Palawan; the eastern seaboard of northern Aurora.
- Up to 2.0 m: The seaboard of northern Qeuzon; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboards of Camarines Norte and Camarines Sur; the eastern seaboard of Albay and Sorsogon; the northern seaboard of Northern Samar; the remaining seaboard of Aurora.
- Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
- TRACK AND INTENSITY OUTLOOK
- UWAN is still outside the Philippine Area of Responsibility and will follow a recurving path turning generally northward today. It will then move northeastward from tonight until Thursday (13 November) morning, then eastward for rest of the forecast period. Due to unfavorable environmental conditions, UWAN is forecast to continue weakening throughout the rest of the forecast period.
- UWAN may re-enter PAR afternoon (12 November) evening as it makes landfall over the southwestern coast of Taiwan. It will then emerge over the waters near Ryukyu Islands on Thursday, where it is expected to eventually weaken into a remnant low on Friday (14 November).
